POSITION OVERVIEW
We have an exciting opportunity for a Business Systems Analyst that is ready and able to work in a strategic capacity. This position involves complex strategy and technical work in the analysis of business processes and the development of solutions to business problems. The position is within the City’s Corporate Strategy and Continuous Improvement department. It works with all City business units including collaboration with the Information Technology department.
Working closely with City business units and third-party vendors, this role assesses business requirements, recommends solutions, and develops or reengineers information systems. It supports City business units with data analytics, reporting and performance measurement. The position supports non-technical business users to visualize, analyze and report on their data with a focus on providing actionable insights for business decision-making.
Using design thinking, collaboration, and customer focused approaches, solutions are identified to enable business units to leverage their data into meaningful service improvements for residents and to meet legislated requirements. This position acts as a trusted business advisor with respect to data analytics and reporting and works collaboratively with business units, as a project manager in implementing business data solutions. Leveraging data visualizations is a key component of this work, using dashboards, data reporting tools, and ensuring data integrity to drive business decisions
Continuous improvement is a related element of this position as the wider team supports business units to improve processes and practices through both digital and offline tools. An understanding of, and experience with, continuous improvement methodologies (e.g., Lean Six Sigma) is an advantage. A key area of interest for the City relates to housing data primarily contained in the AMANDA7 software. Familiarity with this software and experience managing housing data in a public sector context would also be a significant advantage in this role.
In addition, you may perform technical tasks requiring an understanding of applicable network, hardware, software and database technologies including the implementation and maintenance of software packages and programs, and some data administration.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of problem definition and analysis related to business processes and systems planning.
Considerable knowledge of the principles and practices of administrative management and project management.
Considerable knowledge of information technology components, processes and developments including such areas as local and wide area network, server, and workstation operating systems, hardware platforms, configuration options and software functionality.
Considerable knowledge of the functions of departments served and their requirements in information technology.
Considerable knowledge of departmental policies and procedures.
Ability to document, analyze and assess a variety of information, identify priorities and resources and propose alternative business processes.
Ability to act as project manager regarding the development and implementation of software systems and information technologies.
Ability to perform a variety of technical tasks related to network infrastructure and computer hardware.
Ability to establish and maintain effective working relationships with a variety of internal contacts and to provide advice and assistance on matters related to the work.
Ability to communicate effectively orally and in writing and to present proposals in non-technical language.
Ability to perform assigned duties under minimum supervision.
EDUCATION AND EXPERIENCE
University graduation at the bachelor’s level in computer sciences, business or engineering plus considerable related experience in an integrated information technologies environment, or an equivalent combination of training and experience.
LICENCES AND CERTIFICATES
Class 5 Driver’s License valid in the Province of British Columbia
ADDITIONAL INFORMATION:
This is a temporary full-time position for approximately 12 months which may extended or concluded due to unforeseen circumstances.
