A Pivotal Role Advancing Housing Delivery and City-Building Excellence
The City of Maple Ridge is experiencing significant growth and transformation, driven by ambitious housing targets, increased development activity, and a strong commitment to service excellence, economic vitality, and community benefit. To support this momentum, the City is seeking a Development Concierge — a senior, trusted advisor and facilitator who will play a critical role in advancing the City's priorities and complex, high-profile development projects and improving the overall development approvals experience.
This newly created role sits at the intersection of development approvals, policy, economic development, and customer experience, and is one of the City’s Housing Accelerator Fund initiatives under the Velocity Program. The Development Concierge is an anticipated enabler of the City’s time-constrained strategic housing targets, serving as a key point of contact and lead coordinator for selected priority development applications that advance key objectives and contribute to making the City better. This role supports projects moving efficiently, transparently, and collaboratively through the municipal approvals process.
THE OPPORTUNITY
Reporting to the Chief Operations Officer, with close collaboration across Planning & Building, Economic Development, Engineering, Finance, and senior leadership, the Development Concierge will:
- Serve as a “north star” and guide for proponents navigating complex and regulated municipal processes.
- Help shift the development approvals culture toward a seamless, coordinated, and solution-oriented review process, while maintaining strong regulatory integrity.
- Support the City’s goal of becoming a destination of choice for responsible development, by balancing compliance, community values, and positive project impact.
- Act as an internal integrator and external relationship leader, ensuring City teams function as a cohesive “ONE CITY team” around selected and approved files.
- Elevate the City’s reputation for predictability, clarity, and customer-centred service in development approvals.
This provides strategic oversight, facilitation, and issue resolution, helping to remove bottlenecks, clarify expectations, and keep projects advancing toward decision points.
KEY OUTCOMES AND MEASURES OF SUCCESS
>Strong knowledge of community planning, land use, development approvals, and economic development within a local government context, including the application of municipal bylaws, policies, and relevant provincial and federal legislation.
>Demonstrated ability to interpret and apply complex policy and regulatory frameworks to balance community objectives, regulatory compliance, and development feasibility.
>Exceptional communication and relationship-building skills, with the ability to convey complex information clearly and credibly to Council, senior leadership, developers, consultants, and the public.
>Proven leadership and influence skills, including the ability to facilitate collaboration, build consensus, and guide multidisciplinary teams in matrixed environments.
>Strong business literacy and judgment, with the ability to assess development proposals, identify risks and opportunities, and support practical, City-aligned solutions.
>Ability to manage multiple complex files independently with professionalism, discretion, and accountability, while modelling a high standard of customer service and a collaborative, learning-oriented culture.
EDUCATION AND EXPERIENCE
- Minimum 7 to 10 years of progressive experience in development approvals, ideally within a BC municipal context. A combination of at least 4 years in municipal development approvals, and 3 years in either economic development or private-sector land development will also be considered. Experience should demonstrate strong understanding of municipal planning processes, regulatory approvals, and developer engagement.
- Professional certification, designation, or eligibility for membership in a relevant association (e.g., PMP or equivalent project management training; P.Eng, PIBC/CIP [RPP, MCIP]; EGBC; BCEDA; or EDAC [Ec.D.]) are considered an asset.
- Valid Class 5 Driver’s Licence for the Province of British Columbia.
