POSITION OVERVIEW:

We are seeking a motivated and experienced Project Engineer to join our Engineering Department. Reporting to the Manager- Utilities, the Project Engineer acts as a Project Manager or Assistant Project Manager for a range of municipal projects primarily involving utilities infrastructure (water, sanitary sewer, and stormwater). 
This role provides project leadership and/or guidance across all phases—from concept through to design, construction, and completion—ensuring successful delivery of projects aligned with the City’s planning processes and strategic priorities. You will manage project scope, schedule, and budget, identify and mitigate risks, coordinate with stakeholders, and ensure quality and consistency through peer review and mentorship of junior staff.

Key Responsibilities:
•    Manage and execute municipal infrastructure projects, ensuring delivery on time and within budget.
•    Develop project schedules and manage critical path tasks to meet key milestones.
•    Oversee project budgets, ensuring fiscal responsibility and alignment with deliverables.
•    Lead project teams and coordinate efforts with internal departments, consultants, contractors, and external stakeholders.
•    Prepare RFPs, RFQs, and Invitations to Tender; review submissions and make award recommendations.
•    Ensure compliance with Master Municipal Construction Documents (MMCD), bylaws, and engineering standards.
•    Provide technical guidance, peer reviews, and mentorship to junior staff.
•    Communicate complex engineering concepts clearly to both technical and non-technical audiences.
•    Review existing policies and make recommendations for improvements.
•    Respond effectively to inquiries and engage respectfully with the public and external organizations.
•    Represent the City in meetings and public forums related to infrastructure planning and development.

Required Competencies:
•    Strong understanding of municipal infrastructure design, servicing, and engineering principles.
•    Proven ability to manage complex infrastructure projects and multidisciplinary teams.
•    Strong interpersonal, communication, and conflict resolution skills.
•    Ability to collaborate and foster positive working relationships under challenging conditions.
•    Familiarity with municipal bylaws, development review processes, and regulatory frameworks.
•    Adaptability to shifting priorities in a fast-paced environment.
•    Proficiency with Microsoft Office programs including Word, Excel, Outlook, and Project.

Required Qualifications:

•    Bachelor of Applied Science degree in a relevant engineering discipline.
•    Minimum of five (5) years of recent related experience.
•    Registered Professional Engineer (P.Eng.) or eligible for registration with Engineers and Geoscientists BC (EGBC) as a Professional Engineer or        Engineer-in-Training (EIT).
•    Valid BC Class 5 Driver’s License.
