POSITION OVERVIEW:

We have an exciting opportunity in our Planning Department for a self-motivated professional with proven leadership skills, energy and creativity.  This is advanced professional planning work at the technical team lead level.  Reporting to the Manager of Development & Environmental Services, the Planner 3, Supervisor will carry out major planning projects and/or work on the City’s most complex development applications and be responsible for liaising and coordinating with internal and external contacts on matters related to the work. You will also be responsible for overseeing and guiding staff engaged in the review and processing of development applications and ensuring that these conform to established plans and directives.  The Planner 3, Supervisor will be responsible for supervising the work of professional and technical staff and assist the Manager in section operations.

You will be a fantastic match for this role if you bring:

  • A master’s degree in urban, Regional, and/or Social Planning or equivalent combination of experience and education, and a Bachelor’s degree in a related field(s);
  • A minimum of 8 years of development planning experience, preferably with a local government or the private development industry.
  • Membership or eligibility for full membership in the Planning Institute of BC;
  • Thorough knowledge of the principles, practices and laws applicable to the planning profession.
  • Ability to lead and be proactive.
  • Ability to interact with all levels of employees;
  • Strong interpersonal skills and political acumen;
  • Strong desire for collaboration and teamwork;
  • Excellent writing and verbal communication skills;
  • Ability to balance multiple priorities simultaneously;
  • Ability to follow through on commitments and meet assigned deadlines; and
  • High degree of organizational and time management skills.

DESIRABLE TRAINING AND EDUCATION:

Master’s Degree in community, social, or regional planning, plus considerable related professional planning experience, or an equivalent combination of training and experience.

KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough knowledge of the principles, practices, techniques, methods and procedures applicable to municipal planning.
  • Thorough knowledge of the policies, rules, regulations, bylaws and legislation governing the work.
  • Considerable knowledge of economics, municipal finance and sociology as applicable to municipal planning.
  • Considerable knowledge of research methods, statistical techniques and trends and developments in the field of municipal planning.
  • Ability to plan, assign and supervise the work of a group of professional and technical subordinates, and to provide advice and guidance on planning matters.
  • Ability to process and oversee the more complex types of planning projects.
  • Ability to work with minimal supervision.
  • Ability to establish and maintain effective working relationships with internal and external contacts.

REQUIRED LICENSES, CERTIFICATES AND REGISTRATIONS

  • Class 5 Driver's Licence for the Province of British Columbia.
  • Membership or eligibility for membership in the Canadian Institute of Planners.
