POSITION OVERVIEW

This is professional planning work in the analysis of policy planning issues, including the preparation of related reports and recommendations for review by a superior. The work involves the assembly, research, analysis and interpretation of historical, economic, physical, legal, statistical and other data for departmental studies and projects. The incumbent maintains liaison with a variety of contacts and attends related internal and external meetings and may supervise technical subordinates assigned to a specific project. An employee exercises considerable independence of action and judgment, referring complex problems or policy matters to a superior who reviews work performance in terms of achievement of desired objectives.

 

EDUCATION AND EXPERIENCE

University graduation in an appropriate discipline, plus a post graduate degree in Community or Regional Planning or other related areas, supplemented by some professional planning experience; OR an equivalent combination of training and experience.

KNOWLEDGE, SKILLS AND ABILITIES

  • Considerable knowledge of the practices, principles, techniques, and methods applicable to urban planning operations.
  • Considerable knowledge of the rules, regulations, policies, by-law objectives and legislation governing the operations of the Planning Department.
  • Sound knowledge of analytical and research techniques and methodology and of the current trends and developments in municipal planning
  • Sound knowledge of economics, Corporation finances and sociology applicable to municipal planning.
  • Ability to perform planning research and analytical tasks, and to apply statistical techniques.
  • Ability to prepare reports and recommendations on a variety of planning projects, programs and policies, to communicate effectively and to explain technical concepts and plans to non-technical people.
  • Ability to establish and maintain effective working relationships with staff, professionals, internal and external stakeholders and authorities.
  • Ability to present reports to senior staff and Council, if requested to do so.
  • Ability to exercise consistent judgment and creativity in dealing with a variety of planning matters.
  • Ability to perform tasks under general supervision.
  • Working knowledge of MS Office and other relevant programs.

 

LICENCES AND CERTIFICATES

Membership or eligibility for membership in the Planning Institute of British Columbia.

Class 5 Driver’s License valid in the Province of British Columbia

 

ADDITIONAL INFORMATION:

This is a Professional Planner position in the Community Planning Section of the Planning Department. 

This position will participate:

  • In a number of policy projects, including the completion of various area planning processes, including the preparation and completion of community consultation programs, undertaking land use policy research, and preparing and presenting policy-related reports to senior staff and council for their consideration.
  • In the coordination and liaison with Council appointed committees.
  • In policy and regulation interpretation in support of processing development applications.

The ideal candidate requires knowledge of principles, practices, and objectives of urban and regional planning; zoning by-laws and official community plans; application processing and development processes; public consultation tools and methods; and environmental, social and heritage planning.  Preference will be given to candidates who have three years of policy experience.
