POSITION OVERVIEW:

This is administrative regulatory work involving the review and coordination of business licensing services. An incumbent advises and assists senior management in the review and development of business licensing processes, and coordinates the implementation of same; serves as departmental representative and liaison for business licensing matters; reviews applications for regulatory compliance with applicable bylaws and other requirements; responds to complex business licensing inquiries and resolves related issues; provides direction and guidance to staff concerning the work; and performs administrative work such as drafting revisions to policies and bylaws in response to changing or expanded business offerings and requirements. An incumbent also inspects various types of business premises for compliance with applicable bylaws and recommends enforcement as necessary. Considerable independence of judgment and action is exercised within an established framework of policies and procedures, while complex policy and unusual matters are discussed with a superior who evaluates performance for the effectiveness of services provided.

 

EDUCATION & EXPERIENCE:

Diploma in business administration and completion of related technical courses, plus considerable related experience; or an equivalent combination of training and experience.

 

KNOWLEDGE, SKILLS, & ABILITIES:

  • Thorough knowledge of modern office methods, procedures and software applications, and of business English, grammar, and arithmetic.

  • Considerable knowledge of the applicable bylaws, regulations, policies, zoning and other requirements governing various types of business operations and licensing, and of their liability for licensing fees.

  • Considerable knowledge of departmental functions, procedures, policies and practices governing the work.

  • Sound knowledge of the organization and functions of the various municipal departments and of the responsibilities of external agencies as it relates to the work performed.

  • Ability to review and evaluate business practices and requirements, recommend process efficiencies and changes to procedures and coordinate implementation of approved practices.

  • Ability to liaise with a variety of internal and external contacts to obtain and provide information related to the work.

  • Ability to assemble, review, and analyze a variety of information and prepare related reports and recommendations.

  • Ability to review business license applications for compliance with applicable bylaws, zoning and other requirements, and to coordinate required regulatory referrals and inspections.

  • Ability to interpret and explain applicable bylaws and regulations to a variety of stakeholders,  respond to complex inquiries and resolve related issues, and guide applicants through the regulatory process.

  • Ability to provide direction and guidance to staff concerning the work.
