SENIOR ENGINEERING TECHNOLOGIST

POSITION OVERVIEW 

The City is seeking an experienced and technically skilled engineering & public works professional to lead the planning, design, administration and delivery of municipal infrastructure projects.
 
This senior-level position combines technical expertise, project leadership, infrastructure review, field oversight and policy development. The successful candidate will play a key role in supporting the City’s capital maintenance programs, infrastructure renewal initiatives, and transportation systems while ensuring compliance with municipal standards, bylaws and engineering best practices.
 
The successful applicant is responsible for the planning, development, scheduling and administration of complex Public Works capital and maintenance projects related to:
• Waterworks and distribution systems
• Storm and sanitary sewer systems
• Drainage and erosion control
• Roads and transportation systems
• Street lighting
• Mechanical infrastructure systems
 
This position exercises considerable independent judgment in project execution, technical analysis and decision-making, while consulting with leadership on complex policy, financial or unusual technical matters.
 
What You’ll Do:
Lead the planning, design and delivery of complex municipal capital and maintenance projects related to water, sewer, drainage, roads, street lighting and transportation systems within Public Works.
Oversee multiple infrastructure projects simultaneously, including consultant coordination, contract administration and construction oversight.
Review engineering designs, grading plans and servicing submissions for subdivision, rezoning and development applications related to Public Works infrastructure. 
Prepare RFPs/RFQs, evaluate submissions and manage consultant and contractor performance.
Develop and update engineering standards, policies and long-term capital plans.
Conduct field inspections and ensure compliance with municipal bylaws, standards and approved plans.
Liaise with developers, contractors, utility agencies, internal departments and the public to provide technical guidance and resolve complex infrastructure issues.
Mentor technical staff and provide subject matter expertise in municipal engineering and transportation systems.

 

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of municipal design, engineering standards, land servicing and transportation infrastructure requirements and of bylaws, policies, regulations and permitting processes.

Thorough knowledge of municipal technical engineering practices in a specialized area such as waterworks, drainage, infrastructure modeling, transportation or capital project management.

Considerable knowledge of the methods, materials and equipment used in construction within the municipality and of survey methods and functions.

Sound knowledge of the functions and responsibilities of various internal departments and external agencies as they relate to the work performed.

Sound knowledge of computer techniques and processing procedures related to the work.

Ability to provide advanced technical expertise and independent decision making to oversee large scale infrastructure projects and manage multiple initiatives.

Ability to manage complex, large scale municipal and transportation engineering projects and to ensure adherence to technical requirements, budgets and timelines.

Ability to independently evaluate and resolve complex engineering and transportation issues, providing authoritative recommendations and solutions with minimal supervision.

Ability to assess infrastructure capacities and to evaluate development and transportation impacts. 

Ability to prepare and maintain records, comprehensive reports, correspondence, recommendations and various other materials related to the work and to carry out assigned projects. 

Ability to effectively communicate orally and in writing and to maintain effective working relationships with internal and external contacts, developers, consultants and the public.

Ability to obtain, interpret, collect and analyze technical, statistical, costing and related data and information.

Ability to develop and recommend updates to engineering policies, regulations and procedures to support municipal strategic objectives.

Ability to lead, mentor, guide and oversee the work of project teams and technical subordinates engaged in related work.

Ability to conduct site inspections, assess compliance and enforce municipal engineering regulations effectively.


DESIREABLE EDUCATION AND EXPERIENCE
Graduation from an Institute of Technology with a Diploma in Engineering Technology or related discipline, plus considerable related municipal experience including experience managing complex municipal projects and leadership in mentoring and training technical staff; or an equivalent combination of training and experience.


LICENCES AND CERTIFICATES
Certification or eligibility for certification as an Applied Science Technologist (AScT) within the Province of British Columbia, or Engineer in Training (EIT) with Engineering and Geoscientist of BC.
